Error: 'Unable To Communicate With Runtime Process' When Trying To Schedule Task From Dispatch Center (Doc ID 2473902.1)

Symptoms

On : 12.2.7

When trying to Schedule a task from the Dispatch Center using either Task Tab, Plan Board or Gantt Chart, the Scheduler window opens and keeps on waiting and then session terminates with the Form server error below.

ERROR
-----------------------
FRM-92101: There was a failure in the Forms Server during startup. This could happen due to invalid configuration.
Please look into the web-server log file for details.

Additionally, the following error is seen in the java console:
Forms Applet version is : 10.1.2.3
oracle.forms.net.ConnectionException: Forms session aborted: unable to communicate with runtime process.
at oracle.forms.net.ConnectionException.createConnectionException(Unknown Source)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
(R) Field Service Manager
(N) Field Service Representative > Field Service Dispatch Center
Click on Schedule Task

The error above is seen.
