Create Accounting Errors 95277 but Intercompany and Intracompany Balancing Setups are Complete (Doc ID 2473933.1)

When attempting to run Create Accounting-Asset, the process ends in error for intercompany balancing:

Error Number: 95277
The subledger journal entry does not balance by balancing segment and the ledger option Balance Cross-Entity Journals is not enabled for the ledger Corp BOOK.  Please update the balancing segment values for each line so that they balance or enable the Balance Cross-Entity Journals option for the ledger Corp BOOK

Research shows that standard intercompany and intracompany balancing setups are complete and valid.

After FND Log Messages are collected an error of the following type is found:

    Value 1234 for the flexfield segment INTERCO does not exist in the value set XX_AFF_INTERCO.
