Federal Year End Close Process is not Closing Requisitions
The year end process is supposed to close requisition lines/distributions that have not been autocreated to a purchase order when the Requisition check box is checked and the closing method defined on in the year end close form matches the closing method defined on the treasury account symbol.
At some point, the field for requisition closing method moved from the define treasury account symbols form to the define fund attributes form. The field (close_requisitions) now exists on both the fv_fund_parameters and the fv_treasury_symbols tables. However, you can only update the one in the fv_fund_parameters table using the form.
The year end process is using the value on both of these tables, so when you change the value from 'C' to 'P' on the fund attributes form, the value in the treasury account symbols table stays a 'C' and the requisitions are not closed.

The issue can be reproduced at will with the following steps:
1. Go to Federal Administrator
2. Run the Federal Year-End process
