How does One Configure Hold on Bill Only Order Flow ? (Doc ID 2474330.1)

Goal

We have a Bill Only order type and after booking the order lines status changes to Fulfilled from Booked status.
How can we configure the hold so that the order lines do not change status to Fulfilled ?
