Symptoms
On: 12.1.3 version, Configured Timecard Layouts
When attempting to create a new Projects layout timecard,
the following error occurs.

Your timecard status has changed and you cannot complete this action at this time
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Projects layout timecard for employee
2. Submit timecard
3. Receive Error:
Your timecard status has changed and you cannot complete this action at this time
