Knowledge Management: User Is Unable To Select "Authoring Flow Step" When Creating A Solution (Doc ID 2474980.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Users are not able to select any "Authoring flow step"  because it is no longer appearing on the screen.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1) Log into knowledge management
2) Click "Authoring"
3) Click "Create Solution"
4) Give solution a title and leave all other settings default
5) Create a statement for resolution
6) Assign this solution to a specific category i.e. Finance
7) Click Save

At this point the user should be able to select a step from the "Authoring Flow Step" drop down.
