SNRO-Ocean Not Building Shipment For The Option Selected (Doc ID 2475989.1)

Symptoms

When performing action Show Routing Options - Ocean there are multiple options displayed for the same voyage.
When selecting the last option, OTM builds the shipment with the first one instead.
The issue is only happening when using Arbritary rates for the first part of the network.
