Symptoms
On : 12.1.3 version, Catalog items
While creating new version of Item Catalog Category(ICC) using EGO Import Metadata Concurrent Program(EGOIMDCP), it is failing with below error:
However the Release Button is enabled for that ICC in Application UI after applying patch 23233134:R12.EGO.C.
ERROR

EGO_ICC_NO_TA_CHANGE (ICC_NAME=Test_ICC) (ICC_VERSION=2)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Insert data into following tables
EGO_TRANS_ATTRS_VERS_INTF
EGO_ICC_VERS_INTERFACE
2) After loading data run the EGOIMDCP: EGO Import Metadata Concurrent Program.
It fails with above error
