Unable To Add All Course Prerequisite When Using Administrator Groups (Doc ID 2476686.1)

Goal

The catalog setup is as follow: categories, sub-categories with admin groups and courses created under sub-categories.

When attempting to add prerequisites to a course, only courses from the same sub-category are displayed, even the user is add in all admin groups.

Why the user is unable to view all course prerequisites from all sub-categories?
