After Publication User Interface Fails to Launch with Cannot find the text with persistent id # in published ui # (Doc ID 2476883.1)

On : 12.2.7 version, Model publication

When users attempt to launch the Configurator from Order Management, an error message is seen and the Configurator does not launch.

APP-ONT-251005: There were error(s) in processing you request. Cannot find the text with persistent id ##### in published ui ####.

The issue can be reproduced at will with the following steps:
1. Order Management Responsibility,
2. Orders, Returns,
3. Sales Orders,
4. Create a Sales Order,
5. Under the Sales Order Line Items Tab, add a Configurable Item,
6. Click on the Configurator button,
7. Error is displayed and nothing else happens.

The issue has the following business impact:
Due to this issue, users cannot launch or create configurations. This is a major model publication outage across multiple models during a critical go-live testing cycle. This has a major financial impact.
