In Employee Self-Service Human Resources, when navigating to the Personal Information Dependents and Beneficiary > Create

it does not default to the expected person type 'Candidate' on the Create Contact Page

EXPECTED BEHAVIOR

 Expect to have a 'Create' default to the person type of Candidate

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee Self-Service
2. Personal Information
3. Dependents and Beneficaries > Add > the Flexfield is not displayed based on the person_type as expected (defaulted)
