Billing Schedule Incomplete If Service Item's UOM Is Hour (Doc ID 2477080.1)

Symptoms

ACTUAL BEHAVIOR
---------------
For a Service Item set up with a Primary UOM of "Hour", the Billing Schedules on the Service Contract do not show any Amounts.

EXPECTED BEHAVIOR
-----------------------
Expect to be able to set up Service Items with UOM's of Hour, Minute and Second and use them on Service Contracts.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Service Item with a Primary UOM of Hour.
2. Add the Service Item to a Price List.
3. Create a Service Contract using the Service Item.
4. Create a Billing Stream for this Service Item.
5. Press the Schedule button and the Billing Schedule is created with no Amount values populated.
