Expired Lines Show On The Impacted Contracts Page During Ownership Transfer

Symptoms
ACTUAL BEHAVIOR
-----------------------
When transferring ownership of an Item Instance in Installed Base, Expired lines are showing on the "Impacted Contracts" form.
When the Contract that has the Expired Line is Active, then the ownership transfer completes and the Expired line on the contract is updated with a Termination Date (the same date as the End Date) and a Termination Reason (Customer Product Transferred).
When the Contract that has the Expired Line is Terminated, IB says that the ownership transfer was successful, but when requerying the Item Instance, it is still owned by the original owner. No changes are shown on the Expired Service Contract's line.
When the Contract that has the Expired Line is Expired, it does not show on the "Impacted Contracts" form.
EXPECTED BEHAVIOR

Expect that Expired Lines are not shown on the "Impacted Contracts" form. If they are, this should not prevent the change of ownership from happening.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Complete an Ownership Change of an Item Instance in the Installed Base application.
2. The "Impacted Contracts" form is showing Expired contract lines in some circumstances.
3. The functionality of the Ownership Change varies depending on the contract status.
