Symptoms
When attempting to update and save the OTL timecard containing open projects and also closed projects
the following error occurs.

The project status does not allow creation of new transactions
STEPS
---------
The issue can be reproduced at will with the following steps:
1. OTL responsibility > query the timecard
2. Enter hours for an open project
3. Click on Save button > error occurs
