R12: PA: Unable to detach attachments post upgrade. Error: Select A Valid Value (Doc ID 2477542.1)

Symptoms

After upgrading from 12.1.3 to 12.2.6 users are unable to add or remove attachments or update the Attachment Category in self-service (specifically .pdf files).
The following error is encountered:

Error: Select a valid value

NOTE: If the user clears out the value in the 'Copy Attachments From' section of the form that is displayed for the project name, the error does NOT occur.
