R12: EBTax: Update Tax Rate Errors with "Please enter a valid reporting code" (Doc ID 2477559.1)

Issue is happening after upgrade from R12.1.x

On the Tax rate form in the Tax Manager Responsibility, when attempting to update an existing tax rate, the following error occurs:

Error: Please enter a valid reporting code.

It is not possible to update the existent tax rate as an error message is returned.
