R12: EBTax: When Attempting to Update/Add Tax Reporting Code, Errors with "Please enter a valid reporting code"

Issue is happening after upgrade from R12.1.x
Symptoms
When Attempting to Update/Add Tax Reporting Code, Errors is returned:
Row 1 Error - Please enter a valid reporting code.
It is not possible to complete the update or add the codes.
That error can be returned from either one of the following navigation:
1. On the Tax rate form
Tax Manager Responsibility > Tax Configuration > Tax Rates
attempt to update an existing tax rate for the Tax Reporting Codes
Or
2. From Payables Supplier form
Goto Payables Responsibility
Go to Suppliers
Goto Tax and reporting
Changes
