Subledger Security Setup - Data Query Errors: APP-FND-00906: You can only query existing flexfield code combinations (Doc ID 2478132.1)

Symptoms

Subledger Security (SLS) setup is recently created.
Inventory-T3 accesses Group3 as default/security group.
Inventory-T4 accesses Group4 just the same.

Table secured: MTL_SYSTEM_ITEMS_B

Observed behavior:
New record created with setup in place: responsibilities query does not act the same (eg. one of them finds its own record, the other one does not)
Older record created without setup in place: responsibilities query does not act the same (eg. T3 errors, T4 queries fine)

ERROR
APP-FND-00906: You can only query existing flexfield code combinations. You entered query criteria in your flexfield that does not identify an existing code combination.
Therefore, your query will not return any rows.
Enter a valid code combination, or enter only the flexfield segment values you know, or do not enter any values in the flexfield.


STEPS
The issue can be reproduced at will with the following steps:
1. OPSFi Responsibility > Create Subledger Security Setup
2. Secure table MTL_SYSTEM_ITEMS_B
3. Query old and new records and observe the system does not act the same for different responsibilities
