Cannot Split Sales Order Line And Process Message Is Not Being Displayed

Symptoms
ACTUAL BEHAVIOR
Find the one cannot split a specific order line.
There are no fulfillment sets involved with the order.
EXPECTED BEHAVIOR
The expected behavior is for the line to split, the split action form to close
and the sales order to show the results of the spit (ie: lines 200.1, 200.2).
NOTES
Other instances display a "process messages" when the split button is clicked
and the action is unsuccessful. However, the production instance does not do this.
STEPS
The issue can be reproduced at will with the following steps:
1. Via the Order Management Responsibility.
2. Navigate: Orders, Returns > Sales Orders
3. Query up Order
4. Go to line item 200.1
5. When the Split Line action is taken, the line quantity is divided,
and the "Split" button was clicked on the form, the form processes for a few second but takes no action.
6. Clicking on the "Split" button again starts processing again, but again no split action is taken.
