Symptoms
On : 12.1.3 version, Request Processing
When attempting to start the concurrent manager in a Pre-Prod instance, the following error occurs.
Routine AFPGCP cannot create a process ID for your concurrent manager process ORACLE error 8004 in FDUUID
Cause: FDUUID failed due to ORA-08004: sequence FND_CONCURRENT_PROCESSES_S.NEXTVAL goes below MINVALUE and cannot be instantiated.

The issue can be reproduced at will with the following steps:
1. Use the adcmctl.sh script to start the concurrent managers
