TDS Threshold Not Moved After Upgrade From 12.1.2 To 12.2.7 (Doc ID 2479236.1)

Symptoms

On : 12.2.7 version, Tax Deducted at Source-Payables

ACTUAL BEHAVIOR
---------------
Post migration from release R12.1.2 to Release 12.2.5 TDS Tax Category is not available in Define Tax Category form

EXPECTED BEHAVIOR
-----------------------
Expects Tax category to be available in Define Tax category form

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Initally an year back  migrated  from  11i  to R12.1 along with TDS migration

2. Now attempting to upgrade from R12.1.2 to R12.2.X
3. Once TDS migration patches  are applied ,  Navigate to Define Tax Category form
2. Query any TDS Tax Category and see that  Tax Categories  and other information are missing 

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot have correct migrated tax category

Changes

 Instance upgraded from pre GST to GST priorly i.e.  from  11i to  R12.1.3 along with TDS migration
