ASN Headers and Lines Are Deleted While Importing Receipt via ROI In Case Of "RCV: Fail All ASN Lines if One Line Fails" = Yes

When the profile "RCV: Fail All ASN Lines if One Line Fails" is set to Yes and some of the PO's Receipt Rounting as set 'Direct Delivery', the shipment header and line of ASN receipt were deleted while importing "RECEIVE AGAINST ASN" (or importing new ASN) and some validation error occurred:
Error: All ASN lines for shipment SS_ASN_XXXXX failed. Either the profile ' RCV: Fail All ASN Lines if One Line Fails' is set to Yes, or all of them belong to single LPN group id, or each line contains an error.
Steps to Reproduce
1.Set the profile "RCV: Fail All ASN Lines if One Line Fails" to Yes
2.Create 2 POs as below
PO#6972(Receipt Rounting:Direct Delivery)
PO#6973(Receipt Rounting:Standard Receipt)
3.Create a ASN for PO created in step2
Contain PO#6972 & 6973
4.Run RTP for gourp_id:48248
The ASN imported and new records created in rcv_shipment_headers and
SHIPMENT_LINE_ID: => PO#6972(PO_HEADER_ID:528875)
SHIPMENT_LINE_ID: => PO#6973(PO_HEADER_ID:528876)
5.Insert ROI records for "RECEIVE AGAINST ASN" of PO#6972 & 6973
Set the incorrect value RCV_TRANSACTIONS_INTERFACE.PO_LINE_ID for leading the import validation error.
6.Run RTP for gourp_id:654321
The below error occur and rcv_shipment_headers and rcv_shipment_lines which
confirmed in step.3 were deleted.
Error: All ASN lines for shipment SS_ASN_181105_01 failed. Either the profile ' RCV: Fail All ASN Lines if One Line Fails' is set to Yes, or all of them belong to single LPN group id, or each line contains an error.
