Goal

You have discovered that iStore Cart retains previous order's/cart's ship method instead of using Site level profile "IBE:Preferred Shipping Method" value.

You also reviewed iStore Documentation to find more about the profile and found below explanation.

Shipping Method:
If the user has a preferred shipping method and has a primary shipping address, then the preferred shipping method is defaulted into the cart. If the user does not have a preferred shipping method, then it can be set by the user within the Profile menu. The preferred shipping method also is set when a user who does not have a preferred shipping method checks out with his first cart and chooses a shipping method. This shipping method then becomes the user's preferred shipping method. In all cases, the existing validation of shipping methods per site, and those applicable for the current organization, will be done. When a cart is created and the shipping method is not defaulted to the cart, the first available shipping method is defaulted to the cart. This behavior occurs only if the user's preferred shipping method is not set and the profile option, IBE: Preferred Shipping Method, is not set.

As per above doc, defaulting uses the profile "IBE:Preferred Shipping Method".
However, this profile was listed under "Unsupported Profile Options" Section of the same Documentation.

You want to know why profile still exists when it was listed as unsupported profile?
Does iStore use this profile?
