Is it Possible to Setup Price Break Modifier - By Order By Price List ? (Doc ID 2481306.1)

Goal

Users would like to create a modifier that has a qualifier of a specific price list.
If there are quantity 20 of items ordered from a price list on an order, they will receive 5%
If there are quantity 40, they will receive a 10% discount on those lines.

For example:
item 1234 qty 20 Price list A - 10% discount
item 4677 qty 10 Price list B - No discount
item 7878 qty 15 Price list A - 10% discount
item 8888 qty 5 Price list A - 10% discount

Because the order contained 40 items from a price list all items on that list, it gets the modifier discount.
