'Authentication Failed: User specified user denied' Error When Trying to Access the BI Publisher from OTM/ FTI

Symptoms
When attempting to access the BI Publisher directly from OTM/FTI ,the following error occurs in the bi_server1.out logfile.

STEPS

The issue can be reproduced at will with the following steps:
Login with DBA.Admin
Transport Intelligence > Administrator > Manage BI Publisher > error
Unauthorized Access: Either you do not have the privilege, or you have not signed in
