Symptoms

On :  12.1.3 version, Supplier Registration Issues

When processing data from EBS to legacy system using SOA
Gateway and calling API pos_supplier_bo_pkg.pos_get_supplier_bo
the data has no inactive dates on the sites in the database but upon
completion of API call the suppliers have inactive date.

 This is not supplier specific issue, it is noticed for multiple suppliers.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process and gather supplier data from EBS
2. Run SOA Gateway and call API  pos_supplier_bo_pkg.pos_get_supplier_bo
3. Data is inserted into legacy system but the supplier sites are
    missing the inactive date
