Actual Behavior
RCV_TRANSACTIONS_INTERFACE fails with "RVTTH-192.rvtthins: Subroutine PO_INVALID_REL_SHIPMENT_STATUS returned error"

Error
RVCTP.log shows:

RCV_TRANSACTIONS_INTERFACE : INTERFACE_TRANSACTION_ID :
Cannot read value for profile option INV_DEBUG_TRACE in routine &ROUTINE.
RCV_TRANSACTIONS_INTERFACE : INTERFACE_TRANSACTION_ID :
RVTTH-192.rvtthins: Subroutine PO_INVALID_REL_SHIPMENT_STATUS returned error

Cause: Subroutine PO_INVALID_REL_SHIPMENT_STATUS returned an internal error.

Steps
The issue can be reproduced at will with the following steps:
1. Insert a data to rcv_transactions_interface
2. Run Receiving Transaction Processor (RVCTP)
