UK Pay: Processing Priority For Direct Earnings Attachment NTPP and Court Order Non Priority NTPP (Doc ID 2483192.1)

Goal

The seeded Court Order Element 'Direct Earnings Attachment NTPP' (DEA) is incorrectly processing after the element 'Court Order Non Priority NTPP'

Processing priority of 'Court Order Non Priority NTPP' is 6060
Processing priority of 'Direct Earnings Attachment NTPP' is 6102

The issue impacts employees who have entries of both elements, and the DEA is set up to calculate as a percentage of attachable earnings.
The Non Priority Order is processing first, and is reducing the Attachable Pay balance available for the Direct Earning Attachment Element.

 Rule confirmation here:
  Once these priority orders have been taken into account in your calculation a DEA will then take priority over any other orders, known as non-priority orders or notices (such as Local Authority Housing Benefit DEAs), in date order (see below). The order of non-priority orders will be decided by the date of the notice.
