Creates Draft Assessment With Error Value Given For Bill_to_location_id Is Invalid. (Doc ID 2483275.1)

Symptoms

On Release 12.2.7 version, Set Up

When attempting to "Create Recurring Assessment Rule" the following error occurs.

ERROR:
"Value given for bill_to_location_id is invalid"

STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Sign on to Application
2. Select Responsibility: Supplier Management Administrator
3. Navigation: "Supplier Home" ->> Locate Header: "Manage Assessments" ->>
4. Click: "Create Recurring Assessment Rule" ->>
5. Select Template: "Supplier Performance Internal Evaluation Template"
6. Enter Title: Periodic Test I ->> Description: Periodic Test I ->>
7. Assessment Events ->> Enter Event: "Time Based" ->> Start Date: 04-OCT-2018 ->>
8. Repeat Every: "10" Days ->> "Assessment Milestones" ->>
9. Enter Days in Draft = 2, Days Active = 2, Days for Evaluation = 2
10. Number Of Occurrences = 3 ->> Check: Receive notification when draft assessment is created.
11. Click: Save as Draft ->> Return to "Manage Assessments" ->>
12. Click: "View / Update Recurring Assessment Rules" Hyperlink ->> Search Number: "123456" ->>
13. Click: "GO" ->> Returns Number: "123456" Event: "Time Based" ->> Next Assessment Status =
14. "Draft Created with Error" ->> Select Number: "123456" Event: "Time Based" ->>Click: "Update"
15. View Assessment 123456.1 Errors in Creation ->> Error: "Value given for bill_to_location_id is invalid"
