Can a Duplicate Segment Value be Added if Original Value is Disabled? (Doc ID 2483380.1)

Goal

Can a value be added to a value set twice if one of the values is end dated and not enabled?

Example:
Via a seeded General Ledger responsibility, navigate via menu Setup -> Financials -> Flexfields -> Key -> Values
Query value XXXX in the value set YYYY.
End date and disable value XXXX. Save and exit the form.
Re-enter the form - attempt to add a new record to add the same value XXXX with a start date past the end date of the first record.
Attempt to save and receive error: The value is already in use in this value set.
