Symptoms

On : 12.1.3 version, ECO

Engineering Change Order Implementation concurrent requests are completing with Warning.

ERROR
-----------------------

999 ECO318     2267         Implementation failed: Unable to add or change component 427
Cause:        Implementation attempted to add Component, 427, to operation &OP_SEQ_NUM, which already exists on the Bill of Material.  

222 ECO374     RO8E         Implementation failed: Unable to add or change component 977
Cause:        Implementation attempted to add Component, 977, to operation &OP_SEQ_NUM, which already exists on the Bill of Material.  

222 ECO239     RO1E         Implementation failed: Unable to add or change component RO5E
Cause:        Implementation attempted to add Component, RO5E, to operation &OP_SEQ_NUM, which already exists on the Bill of Material.  

222 ECO284     325E         Implementation failed: Unable to add or change component 127E
Cause:        Implementation attempted to add Component, 127E, to operation &OP_SEQ_NUM, which already exists on the Bill of Material.  

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Release ECO from Agile to EBS

2. Run ECO Implementation  > See error in the Output file for ECO Implementation Request > Implementation failed: Unable to add or change component which already exists on the Bill of Material.
