IEX: Territory Assignment Assigns Incorrect Collector to Account Site Profile for Party Associated to More than 1 Customer Accounts (Doc ID 2484382.1)

Symptoms

Collectors are not being assigned to customers based on Territories.

EXPECTED BEHAVIOR
-----------------------
Expectation is that 2 operating units with different Collections levels should be able to assign collectors to different levels.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Customer with one account and one site. Create account site profile
2. Run IEX: Territory Assignment concurrent program.
Outcome: Correct Collector assigned to account site profile
3. For same party of step 1, create a second account . Create account site profile
4. Run IEX: Territory Assignment concurrent program.
Outcome: Correct Collector assigned to account site profile ( Customer account site profile was created in Step 3) 
           And Incorrect Collector assigned to account site profile (Customer account site profile that was created in Step 1)
