Resource Transaction Manager errors out when manually submitted from a custom responsibility

The customer is using OPM OSP functionality, and whenever the user runs the program: Resource Transaction Manager manually, it errors out.
Log File content:
Cause: FDPSTP failed due to ORA-06502: PL/SQL: numeric or value error: character string buffer too small
ORA-06512: at "APPS.GME_RESOURCE_TXN_OPEN_INTF", line 1391
ORA-06512: at line 1

However, the scheduled program runs fine.
