Symptoms
On : 12.1.1 version, GST Payables
When attempting to validate the manual invoice,
the following error occurs.

Either tax lines having empty IO/Location or not matching with Header
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create AP invoice and apply GST taxes.
2. Try to validate the invoice.

Due to this issue, users cannot able to make payment to supplier.
