Item Description Is Not Defaulted When Creating Item Using "Copy First, then apply Template" Option (Doc ID 2484785.1)

Actual Behavior
Item Description is not defaulted when creating item using "Copy First, then apply Template" option.

When creating an item using EGO responsibility and user Copy function, enter the source item and in the same page, select option "Copy First, then apply Template" radio button and click on continue, the Item Description of source item is not defaulted.
If they use the other option i.e. "Apply template first, then copy", then source item description is defaulted.
This issue is not specific to any user/responsibility/item.  This is occurring in all the cases.

Expected Behavior
When select option 'Copy First, then apply Template', the Item Description of source item should be defaulted correctly.

Steps to Reproduce

  1. Copy item with "Apply template first, then copy" option.
