Business Event Related to CMApp/Unapp not triggered when CM generated from Action-Credit from Transaction form (Doc ID 2484846.1)

Symptoms

On : 12.2.3 version, Transactions Related

Business Events is getting fired when on account credit memo getting applied to invoice 

For Apply -- ORACLE.APPS.AR.APPLICATIONS.CREDITMEMOAPP.APPLY 
For UNAPPLY --ORACLE.APPS.AR.APPLICATIONS.CREDITMEMOAPP.UNAPPLY 

However, Same events are not getting fired when users apply the credit memo to invoice via ACTIONS > CREDIT.
