Expected Results:
Last Timecard template only populates the timecard
Steps to Reproduce:

1. Create timecard (A) and input an Override Approver and Comments section
2. Submit
3. Create timecard (B) and select "Last Timecard" template
4. Observe Override approver and Comments section filled out with the values
from the previous timecard
