Symptoms
In Oracle iProcurement, Release 12.2.4 through 12.2.9, a warning message appears when trying to change the need-by date on a requisition line to a date which is sooner than the setting of the Need By Date Offset preference.
Due to this issue, users cannot submit requisitions for approval when one or more lines having a need-by date which is earlier than the Need-By Date Offset value.

Steps To Reproduce
1. Log in to Oracle Applications.
2. Navigate to an iProcurement responsibility > iProcurement Home Page.
3. Check the iProcurement Preferences and see that "Need By Date Offset" has value "2".
4. Navigate to Shop tab > Non-Catalog Request subtab.
5. On the Non-Catalog Request page, add a Goods type item to cart.
6. Click the View Cart and Checkout button.
7. In the Shopping Cart pop-up window, see that the Need-By date has defaulted to two days beyond today's date. Change the date to a later date and then click the Edit button.
8. On the Edit and Submit Requisition page, click the Submit button.
9. Acknowledge the confirmation message by clicking the Continue Shopping button.
10. Now back on the Shopping home page, in the My Requisitions region the Requisition is showing status = Approved. Click the Change icon and then click Yes to continue making the desired change.
11. On the Edit and Submit Requisition page, change the Need-By date value to tomorrow's date (one day from day and earlier than the Need By Date Offset value of 2 days).
Upon performing this task, the following message appears:

12. Click the Save button. Now the following message appears:
Confirmation
Requisition XXXXX has been saved.
13. Click the Continue Checkout button.
14. Now back again on the Edit and Submit Requisition page, click the Submit button.
Now, the following message appears:

The Line 1 Need-By-Date defaults to [date]. You are changing to an earlier date.
15. Click the Submit button again. Nothing happens and the same message appears:

The Line 1 Need-By-Date defaults to [date]. You are changing to an earlier date.
It is in an endless loop when trying to Submit the requisition and the requisition cannot be submitted.
