Symptoms
Problem Statement:
When an assignment is NOT aggregated for PAYE but is for NI, FPS error:
No NI reporting assignment for the assignment xxxxx
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Log in using UK HRMS Manager
2. (N) -> Process and Reports -> Submit process -> Payroll Run UK
3. (N) -> Process and Reports -> Submit process -> Prepayment
4. (N) -> Process and Reports -> Submit process -> Full Payment Submission
