Line Charges Are Not Rounded Correctly For Manual Line Level Freight Charges (Doc ID 2486367.1)

Symptoms

On : 12.1.3 version, Pricing, Discounting & Charges

ACTUAL BEHAVIOR
When entering a value that has more than 2 decimals
the "line charges" column is not rounded correctly.

Order test: # 105
Lines:
Line 2.1 ordered quantity = 1020
Charges for line 2.1 shows line charges = 1.55 *

Place cursor on line line 2.1,
Do Actions > Charges and Freight Costs
charge name Amt / Unit
----------------- -------------
Freight Costs 0.00123 (qty * line charge = 1020 *.00123= 1.2546)
Other Costs 0.00020 (qty * line charge = 1020 *.00020 = 0.204)
Insurance 0.00010 (qty * line charge = 1020 *.00010 =0.102)

total line charges = 1.56060

* But on the order line, it shows that the line charges = 1.55


EXPECTED BEHAVIOR
Expects it to be 1.56


NOTES
discovered this issue after code-fix completed for <bug 28433294> per <Document 2453892.1>

STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Sales Orders
3. Query the order
4. Place cursor on line line 2.1
  it shows that the line charges = 1.55, should be 1.56 *
5. Do Actions > Charges and Freight Costs
  it shows that the total line charges = 1.56060
