Problem Statement:

Payroll Process (i.e. Payroll, QuickPay) fails with error:

APP-PAY-289126 Process cannot open the Quantum data files
APP-FND-01388: Cannot read value for profile option HR:
Execute_Leg_Formula in
routine &ROUTINE.
