Destination Subinventory LOV Does Not Not Show Any Values On Move Order Form If There Is Material With Only One Onhand Status That Disallows Move Order Transactions (Doc ID 2486954.1)

Symptoms

On : 12.2.5 version, Material Move Orders

ACTUAL BEHAVIOR
---------------
Destination subinventory LOV on move order header not showing all subinventories.
If a subinventory has material for only one onhand status (that disallows move orders) , it doesn't show up in the LOV.
However, User should still be allowed to move material to this 'destination' as the status is controlled at Onhand level, not subinventory level.

EXPECTED BEHAVIOR
-----------------------
Status should be validated on the source subinventory alone. If Destination subinventory (all material) has a status of Disallowing move orders, it should still be available as a destination.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Org is onhand status enabled.
2. Open Move order form > Review source subinventory LOV > can't see subinventories that have material with onhand status disallowing move order issues / transfers.
3. Review destination subinventory LOV > can't see subinventories that have material with onhand status disallowing move order issues / transfers.

These are only available when you add some more material to the same subinventory that has an 'Active' status or any other status that allows move order transactions.
These validations may not be correct in Onhand status org as the same subinventory could have material for different item / lots in multiple statuses.

For ex:
Onhand picture -
ITEM101 - LOT1 - SUB_A - Disallow_MoveOrders
ITEM101 - LOT1 - SUB_B - Allows all

-- SUB_A is not visible in Destination subinventory LOV, This is incorrect.

Onhand picture -
ITEM102 - LOT2 - SUB_A - Allows all
ITEM101 - LOT1 - SUB_A - Disallow_MoveOrders
ITEM101 - LOT1 - SUB_B - Allows all

-- SUB_A and SUB_B are visible in Destination subinventory LOV
