Config Action BI Startup Failed Error When Attempting to Install BI Publisher

Symptoms
On : 12.2 version, Enterprise : Install / Upgrade
Config Action BI Startup Failed appears in installer.log file when setting up the BI Publisher domain.
While configuring BI Publisher domain, BI Publisher service, the following error appears when the start.sh script is run:

Suppressed: oracle.bi.exec.ExecutionStatusException: Execution of [.../deploy/domains/ubs_domain/bip_debug/bitools/bin/status.sh] failed with exit value 1
