Assign Cash Application Work Items shows Receipts which are not assigned to any Cash Application Owner (Doc ID 2487908.1)

Symptoms

On : 12.2.7 version, Receipts Related

Customer setup Cash Application Work Owner 
They have created 2-3 rules so that receipts get assigned to owners. 
But when they run program ARCAOAB: Assign Cash Application Work Items 
it does not assign any receipt to any user 

It says 
Number of records: 5 
Invoking Rule Engine Queue 
Returned from Rule Engine 
Receipts which are not assigned to any Cash Application Owner: 
XXXXA
XXXXB
XXXXC
XXXXD
XXXXE
ar_cao_assign_pkg.assign_work_items (-) 


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Enable profile for Cash Application Work Queue 
2) setup rules 
3) Run Assign Cash Application Work Items 

 

Above Receipts are not locked by any other user

AR_WORK_Q_USER_ASSGN_HIST and AR_WORKER_Q_RECEIPT_ASSGN Tables were find with no data for these Receipts.
