When running hrglobal.drv, the following error is encountered with file pestuclr.sql.

ERROR
-----------------------
ORA-01017: invalid username/password; logon denied

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Apply a 12.2 patch, e.g. patch 26787667.

2. Perform the HR post-install steps.

3. Run hrglobal.drv.
