HXC_PTO_ACCRUAL Fast Formula External Function Is Erroring With Message: context BUSINESS_GROUP_ID was not set (Doc ID 2488838.1)

When OTL time entry happens for person on specific period 9example 24-SEP-2018 to 28-SEP-2018) the below mentioned error i soccurring.

Custom fast formula is using GET_HXC_PTO_ACCRUAL external function(seeded function attached screen shots) to get value.
There are only 3 parameters.
When using this the error is occurring that the context BUSINESS_GROUP_ID was not set.

Observed this error when person has changes on assignment.
If there is no changes in assignments no error occurring.

The Oracle error is: ORA-20000: ORA-20001:ORA-20001: An error has occurred in a user defined function at line 56 of the formula COP_COMP_HRS_CHECK_FF.
The error text associated with the function call is:
The formula COP_PTO_HD_ANNIVERSARY_BALANCE could not be executed because the context BUSINESS_GROUP_ID was not set.
All the relevant context values must be set before a formula can be executed.

The issue can be reproduced at will with the following steps:

1. There is an assignment change happened for an employee (effective 25-Sep-2018)
2. Trying enter timecard for the time-period where assignment change happened..
3. Error occurred.
