GST : Unable to update Liability Account in Tax Rate Form

Symptoms
On : 12.1.3 version, Regime to Rate
While creating tax rate, not able to enter liability account as the filed is grey out even before saving the form.
the following error occurs.

Field is protected against update
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to tax rates
2. Define a new tax rate
3. Enter all details
4. Accounts tab is not enabled
5. Save the rate
6. Accounts tab enabled
7. Operating unit and Ledger is enabled
8. Unable to edit Liability field
