Find that there are no reservation lines generated for part requirements created for lot and locator controlled items.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create part requirements for lot&locator controlled item.
2. Create an Internal Sales Order, pick and ship.
