Problem Statement
Original UOM Conversion is incorrect, so 'Inactive' the inter-class conversion (Inventory - Setup - Units of Measure - Conversions - Inter-class tab).
Then cancelled the original PO line with inactive UOM Conversion, and added new PO line with correct UOM.

But when submitting PO for approval, the error was displayed.

"Error: Line # 1 The unit of measure conversion either does not exist or has been disabled.Length , Count"

The issue can be reproduced at will with the following steps:
1. Cancel original PO line with inactive UOM
2. Add a new PO line with correct UOM
3. Submit the PO and error message displays
