Cancelled PO Line With Inactive UOM Conversion Still is Checked When Submitting PO

Symptoms
Problem Statement
Original UOM Conversion is incorrect, so 'Inactive' the inter-class conversion (Inventory - Setup - Units of Measure - Conversions - Inter-class tab).
Then cancelled the original PO line with inactive UOM Conversion,and added new PO line with correct UOM.
But when submitting PO for approval,the error was displayed.
ERROR
"Error: Line # 1 The unit of measure conversion either does not exist or has been disabled.Length , Count"
STEPS
The issue can be reproduced at will with the following steps:
1. Cancel original PO line with inactive UOM
2. Add a new PO line with correct UOM
3. Submit the PO and error message displays
