Unable to Define ECO Because of ERES Approval Error (Doc ID 2489640.1)

Symptoms

On : 12.2.6 version, ECO

 Not able to define new Engineering Change Orders. Following error is thrown:

ERROR
-----------------------
ERES approval process not allowed since ERES is not enabled

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. From Engineering Responsibility, Open Engineering Change Order form
2. Select ECO type and priority
3. When you tab out from Priority field, error is thrown

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot define ECOs of specific priority and ECO type
