Symptoms

ACTUAL BEHAVIOR
---------------
When adding a single enrollment to a course which has a pre-requisite course, get the warning message - "The learner has not completed one or more mandatory course or competency prerequisites for this course"

EXPECTED BEHAVIOR
-----------------------
No warning message should be thrown while adding the single enrollment.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to application
2. Learning Administration > Catalog Administration Search> Search for course
3. Click on Classes
4. Find Class on 10-Dec-2018
5. Add Single Enrollment
6. Add Learner
7. Click on Apply- Warning message is thrown
